Concerns Regarding Illegal Dumping
Published 19/03/2002

Olivia Mitchell, T.D., Fine Gael Frontbench Spokesperson on Local Government and Housing said the 28 illegal dumping sites in South Dublin are merely the tip of the iceberg of waste being disposed of in an unscrupulous manner

"If we are serious about controlling and managing waste then Councils must be researched to enforce new environmental standards.

The fact that South Dublin County Council have not yet been able to even investigate the reported dumps speaks volumes about their lack of manpower and particularly of those with the skills and expertise to determine environmental risk.

A staff of 2 engineers, one a young graduate engineer, carry total responsibility for implementing a whole raft of new environmental legislation including monitoring all waste collection and disposal licences, shipment and tracking licences for hazardous waste, end of life vehicles as well as refuse collection and street sweeping.

Their inability to copy is replicated in every Local Authority in the country. The lack of enforcement in the environmental and planning area is now almost total as Local Authorities in most cases cannot even respond to reports of suspected dumping by doing an inspection, much less take action to enforce regulations.

South Dublin County Council today announced their intention to engage a private firm of consulting engineers to investigate the 28 reported sites. Their remit, following site inspection, will be to recommend actions to eliminate environmental risk and to advise on legal action.
