Closure Of 'Early Days' Créche On Clonkeen Road
Published 19/03/2002Councillor Barry Andrews has criticised An Bord Pleanalaís decision to refuse planning permission for a crèche on Clonkeen Road. The parents and staff of the Crèche organised a protest on Saturday following its closure last Friday which was attended by Councillor Andrews.
"The real problem with this situation is the awarding of temporary planning permissions. It is vital for any commercial entity to have certainty in its affairs whereas temporary permissions cast a permanent cloud."
There are 700 children in the County on waiting lists for crèches and child-minding facilities. Councillor Andrews welcomed the Planning and Development Regulations 2001 which exempt childminding from the need for permission where there are up to 6 children.
"However, I think that the Health Board's requirement that there be one minder for every three babies and one minder for every six toddlers has caused some hardship and indeed some closures. This is at a time when child care requires considerable investment."
An Bord Pleanala cited traffic congestion as one of the reasons for refusing permission. Councillor Andrews stated, "this seems absolutely ludicrous where less than 20 parents are dropping off and collecting in an area where there is a supermarket and various other shops in Deansgrange."
